The Brazilian telecom service market started moving towards liberalisation in early 1995, when the federal government undertook a comprehensive reform of Brazil's telecommunications regulatory system. In July 1997, the country adopted the new "General Telecommunications Law", which provided for the establishment of a new regulatory framework, the introduction of competition and the privatisation of the public monopoly Telebrás.
