Main lines and ISDN penetration
As can be seen in Fig. 1, the top-10 countries with the highest main lines penetration per 100 inhabitants in 2004 had rates ranging from 63.3% (USA) to 82.9% (Luxembourg). Unlike in 2000, when the fixed telephony penetration rates of all the top-10 countries were still increasing, the rates of more than half of the top-10 countries in 2004 have decreased mainly due to fixed to mobile substitution as well as the switch from ISDN to broadband connections.
